Elderly Ruby man tied up, beaten, robbed

The Chesterfield County Sheriff's Department arrested a man for tying up and robbing an elderly man in Ruby early last Thursday morning.

Forty-two-year-old Burnice Ratliff of 184 Sweeney Road was arrested seven hours after tying up a 68-year-old man with a phone cord and striking him on the head.

Ratliff confessed to the robbery and assault and is being held in the Chesterfield County Detention Center awaiting a $175,000 bond.

According to the police report, the victim was found by one of his friends who stopped by to check on him. When the friend arrived, she found the man lying face down on his bed tied up with a phone cord. He also had a bloody wound on his forehead.

"We put all the officers we could on the case as soon as we got the call," Chesterfield County Sheriff Sam Parker said. "It was some incredible work by all of our officers to get this thing solved quickly."

Among the items stolen from the victim were his 2004 Kia Sedona and an ATM card.

The Kia was retrieved less than a mile from the victim's home, and Ratliff was later caught on video using the victim's ATM card in Wadesboro, N.C.

Investigator David Watson said there was other undisclosed evidence that led to Ratliff's arrest.

"It was a good team effort to bring this guy down," Parker said. "All of the officers involved have received letters of commendation for their personnel files."
