Two Cheraw women — mother and daughter — have been arrested in connection with the murder of a Hartsville man, said Public Relations Officer Russell Cox with the City of Hartsville. Their arrest brings the total to three people authorities believe to be involved with this crime.

Irene Foster, 37, and Kieara Laquahia Foster, 17, of 77 Inglish Road in Cheraw, were arrested in Darlington County by members of the Hartsville Police Department late Tuesday, March 12, said Cox. “They are charged with accessory after the fact of murder.”

Three days earlier, on March 9, John Rubin Mitchell, 46, of Hartsville, was arrested for the murder of Omar Chandler, whose body was found in his apartment on Washington Street in Hartsville March 4, police said. Authorities say no one had seen him since Feb. 28.

Following an autopsy, Cox said, Darlington County Coroner J. Todd Hardee ruled the death a homicide. The cause of death has not been released, as the case is still under investigation.

Mitchell is charged with murder, possession of a weapon during a violent crime, grand larceny and petit larceny, said Cox. Some of the items stolen from the deceased include a minivan and some jewelry.

“Our department believes the Fosters were in the company of Mitchell when he sold items from the home of the victim,” said Cox.

As of Thursday afternoon, Mitchell was still in custody at the Darlington County Detention Center. Both Irene and Kieara Foster were released on bond the following morning, said Cox.

Chandler, a professional musician, was once declared the winner for Amateur Night at the Apollo Theater in the 1980s. His website, omarchandler.com, continues to offer listening samples of his original music.
