During the summer recess, when the Rutte IV government had long since resigned, the government issued a letter to relax the Dutch arms export policy. The strict arms export policy tests whether defense equipment can be used in the event of human rights violations by the country purchasing the equipment. The government now proposes to apply for an export license in the country where the complete weapons system is manufactured, which would effectively abolish the strict Dutch export policy.
